(b)落實(shí)政府采購政策需滿足的資格要求：（1）項(xiàng)目執(zhí)行《政府采購促進(jìn)中小企業(yè)發(fā)展管理辦法》的通知（財(cái)庫〔2020〕46號(hào)）及《關(guān)于進(jìn)一步加大政府采購支持中小企業(yè)力度》的通知（財(cái)庫〔2022〕19號(hào)）；（2）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項(xiàng)目專門面向中小企業(yè)采購，評(píng)審時(shí)中小企業(yè)產(chǎn)品均不執(zhí)行價(jià)***；（3）扶持某某企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；（4）優(yōu)先采購節(jié)能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標(biāo)同等條件下，對(duì)財(cái)政部財(cái)庫〔2019〕18號(hào)和財(cái)政部財(cái)庫〔2019〕19號(hào)文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實(shí)行優(yōu)先采購；對(duì)節(jié)能產(chǎn)品品目清單中以“★”標(biāo)注的產(chǎn)品，實(shí)行強(qiáng)制采購。供應(yīng)商須提供具有國家確定的認(rèn)證機(jī)構(gòu)***、處于有效期之內(nèi)的認(rèn)證證書方能享受優(yōu)先采購或強(qiáng)制采購政策；（5）購買國貨政策：本項(xiàng)目不接受進(jìn)口產(chǎn)品；（6）按照《中小企業(yè)劃分標(biāo)準(zhǔn)規(guī)定》（工信部聯(lián)企業(yè)[2011]300號(hào)），本項(xiàng)目中小企業(yè)所屬的行業(yè)為建筑業(yè)。

(c)本項(xiàng)目的特定資格要求：3、 須系我國境內(nèi)依法設(shè)立的法人或非法人組織（***以自己名義參加采購活動(dòng)）；
4、 項(xiàng)目負(fù)責(zé)人須具有《***市園林綠化工程從業(yè)人員項(xiàng)目負(fù)責(zé)人電子卡》或園林專業(yè)中級(jí)及以上職稱；
5、 園林綠化施工企業(yè)項(xiàng)目負(fù)責(zé)人須具有《園林綠化施工企業(yè)項(xiàng)目負(fù)責(zé)人質(zhì)量安全生產(chǎn)考核合格證書》，且***市在建項(xiàng)目記錄；
6、 企業(yè)具有有效的安全生產(chǎn)許可證；
7、 擬派管理人員要求：根據(jù)項(xiàng)目實(shí)際情況設(shè)置，最低應(yīng)為4人（含）以上，且需包含園林項(xiàng)目負(fù)責(zé)人、安全員、質(zhì)量員、材料員(取樣員)各1名；
8、 本項(xiàng)目僅面向中、小、微型等各類供應(yīng)商采購；
9、 本項(xiàng)目不允許轉(zhuǎn)包。

(c)Specific qualification requirements for this program:3. It must be a legal person or unincorporated organization legally established in China (the project does not accept branch companies to participate in procurement activities in their own name); 4, the project leader must have "Shanghai Landscape Engineering Practitioners Project leader Electronic Card" or landscape professional title of intermediate or above; 5.
