***中標(biāo)施工的幾內(nèi)亞力拓西芒杜港口EPC3地基處理工程項(xiàng)目，所需的零星物資已具備詢價(jià)***目因工期較緊，***（以下簡(jiǎn)稱中交特種）物資采購(gòu)管理規(guī)定，決定進(jìn)行線下公開詢價(jià)***/p>

The EPC3 foundation treatment project of Rio Tinto"s Simandou Port in Guinea, which was won by China Communications Construction Special Engineering Co., Ltd., has the conditions for inquiry for the miscellaneous materials required. Due to the tight construction schedule of the project, it has been decided to conduct offline public inquiry and procurement in accordance with national laws and regulations and the material procurement management regulations of China Communications Construction Special Engineering Co., Ltd. (hereinafter referred to as China Communications Construction Special).

3 Qualification Requirements for Tender Response Suppliers

3.1基本條件

3.1 Basic Conditions

（1）要求企業(yè)實(shí)力強(qiáng)、具有可靠良好的資信狀況。

(1) The enterprise is required to have strong strength and reliable and good credit status.

（2）具有獨(dú)立承擔(dān)民事責(zé)任能力。

(2) Having the capacity to independently undertake civil liabilities.

（3）具有良好的商業(yè)信譽(yù)和健全的財(cái)務(wù)會(huì)計(jì)制度。

(3) Having good business reputation and sound financial accounting system.

（4）具有履行合同所必需的設(shè)備和專業(yè)技術(shù)能力。

(4) Having equipment and professional technical capabilities necessary for performing the Contract.

（5）具有依法繳納稅收和社會(huì)保障資金的良好記錄。

(5) Having good records of paying taxes and social security funds according to law.

（6）參加本批采購(gòu)響應(yīng)的前三年內(nèi)沒有法律糾紛及不良記錄，在經(jīng)營(yíng)活動(dòng)中沒有重大違法記錄。

(6) The suppliers responding to this batch of procurement have no legal disputes and bad records in the previous three years and no major illegal records in their business activities.

（7）法律、行政法規(guī)規(guī)定的其他條件。

(7) Other conditions stipulated by laws and administrative regulations.

（8）響應(yīng)供應(yīng)商必須具有完善的售后服務(wù)機(jī)構(gòu)***。

(8) The response supplier must have a perfect after-sales service organization and after-sales service system.

3.2具體條件

3.2 Specific Conditions

（1)投標(biāo)響應(yīng)供應(yīng)商應(yīng)保證：所提供的貨物屬依法成立的生產(chǎn)廠家生產(chǎn)的產(chǎn)品，符合國(guó)家相關(guān)行業(yè)標(biāo)準(zhǔn)；所提交的投標(biāo)文件的所有內(nèi)容真實(shí)合法有效，投標(biāo)響應(yīng)供應(yīng)商所提供的貨物應(yīng)當(dāng)符合投標(biāo)及投標(biāo)響應(yīng)文件的技術(shù)要求，無權(quán)利瑕疵，否則，應(yīng)承擔(dān)由此給采購(gòu)單位***。

(1) The tender response suppliers shall ensure that the goods provided are products produced by legally constituted manufacturers and conform to relevant national industry standards and that all contents of tender documents submitted are authentic, legal, and valid. The goods provided by the tender response suppliers shall meet the technical requirements of the tender and the tender response documents without defects of right; otherwise, the tender response suppliers shall bear all losses and related responsibilities caused to the Purchaser.

（2)不接受聯(lián)合體投標(biāo)。

(2) Consortium tender is not acceptable.

4 投標(biāo)文件的遞交與開標(biāo)

4 Submission of Tender Documents and Tender Opening

4.1凡有意參加投標(biāo)者，請(qǐng)于 2025 年 05 月 18 日 12 時(shí) 00 分至***5 月***日***時(shí)(幾內(nèi)亞時(shí)間，下同)，線下發(fā)送電子投標(biāo)文件。

4.1 Any bidder who intends to participate in the bidding should submit the electronic bidding documents offline between 12:00 on May 18, 2025 and 12:00 on May 22, 2025 (Guinea time, the same below).

4.2本次招標(biāo)不收取標(biāo)書費(fèi)用。

4.2 No tender fee will be charged for this tendering.

4.3郵寄投標(biāo)文件。

4.3 Tender documents shall be submitted by mail.
